Moisture from Tropical Storm Vance is expected to fuel heavy rain and thunderstorms across more than 20 states heading into Halloween weekend. Texas faces the greatest flash flooding threat beginning Thursday, with some areas potentially seeing 4 to 5 inches of rain. The wet weather is expected to spread across the Plains, Mississippi and Ohio valleys, Great Lakes and Southeast before reaching parts of the Mid-Atlantic and Northeast by Sunday.
